This state would signify how he left the country in tatters: a government that you cannot trust, the police who are useless except in becoming the criminals themselves, and a total culture of corruption.
Too bad the Igorots chose to completely destroy the bust. It would have been perfect to leave this partially wrecked face as it is. Great for the people to see it as a meaningful monument.
Would also help people to not lose their memories too fast.
